Google is adding navbars to their four current homepages. The goal is to make Google's main functionalities visible and available in a simplistic design. (Click picture for larger picture.)
The navbar would improve if the section order and wording was changed slightly:
Now: Web, Images, Groups, Directory.
Better: Web, Directory, Groups, Images. (Web and Directory are closely related and should stay together.)
Even better: Web search, Directory, Groups, Images. (Makes the difference between Web and Directory more clear.)
Until recently Google were advertising their additional services (directory and usenet group) as plain text messages below the homepage search form. See old Google homepage.
